1996 ford f150 will not start

I have replaced the following ignition control module, pickup stator, crankshaft position sensor, timing chain and gears, coil, distributor cap rotor and plug wires. Fuel pressure is good getting plenty of fire to distributor and plugs, compression on all cylinders are good.
I did notice that for some reason the timing in the distributor keeps changing when you bring the #1 cylinder up to check the timing no of this makes any sense to me.

sounds like you set the timing gears wrong or set the distributor in the wrong place. what motor is in the truck?

Did you bring the # 1 plug up to top dead center and compare the position to the marking on the bottom wheel?
