Flashers and left turn signal do not work when the lights are on

95 Ford F-150 my flashers and my left turn signal
works fine when the lights are off.  When I turn the
lights on then they stop working.  The left turn is
solid and hazards don’t work at all.  I have replaced
both turn flasher relay and hazard relay.  All fuses
are good.

Both signals work when lights are off. Right side works with lights on. Left side and flashers stop working

It will be difficult without a color coded wiring diagram. It appears you are getting voltage through a damaged wire connected to the tail lights circuit. Try removing the headlight fuse and see what affect it has on the tail lights and flashers.If the two are on different circuits the tail lights should operate properly if the problem is within the wiring for the headlights.
