Ford is notorious for blank connectors in their wiring looms. The idea is to build (or have built) one wiring loom that will fit all versions of the same vehicle and just use the connectors that they need. It could be anything from the door/seatbelt chime to a diagnostic connector that was only used on the assembly line. Does all of the equipment on the truck work? I'm sure that if you scout around under the hood, you'll find more "no-connection" connectors.
