how to go about removing the horn pad. ?

need to pull steering wheel or horn pad to check wiring for horn and wipers

The horn and wipers are on two separate circuits controlled by different switches - what are the symptoms? Did you check the fuses first? there isn't much in the way of wiring for the horn and the wipers are part of the multifunction switch for the turn signals and high beams

I have a Black wire hanging loose after pulling shroud to change Ignition sw. Wire has a piece of contact block attached. the wire is grouped with wiring to two small plugs by steering column but is separate from plugs
