Fuel pumps not working

Have new pumps on it new relays new futures
entire electrical has been traced from Battery
through circuit all the way back to tanks all is good
ECU has been pulled out rebuilt and put back in but
for some weird reason whenever it wants one or
the other tanks will not pump whenever sometimes
it rains they will not pump I even what through the
trouble to put an extra switch on one of the pumps
wired hot that way I wouldn't be getting stranded
anymore because I cannot for the life of me figure
out where it is losing the connection in the circuit
any and all help is appreciated thank you in
advance
