old gasoline, poor performance

Baby is sick. 1991 Ford XLT, automatic transmission, V8 engine, 4 wheel drive,
80,000 miles on engine.  I had 10 gal  treated 1-year-old gas in in each of the
two tanks and added 7 gallons in each tank to top it off.  As soon I pulled out
of the gas station I could not get the speed beyond 40 mph.  I can't afford a
tear down so:  Toulene? Valve treatment? ATF or Miracle oil in the engine oil?

As Js indicated condensation in the tank can be a problem. It happens a lot, especially with fuel which has ethanol added.
