Oil pressure gauge reads wrong.

On my 2002 Sport Trac with the 4.0L engine; the oil pressure gauge points down (180 degrees on a compass) with the key "off".  When key is "on" the pointer tries to move toward the "high" side of the gauge, buts hits the peg at the "low side of the scale.  New sending unit made no difference.  Any ideas?

Thanks for the response. I had to remove the instrument cluster and move the needle with my finger clockwise so that it rests on the peg. It works properly now. I think the cause was fluctuating oil pressure, which this engine has. The needle bounces so abruptly when the engine idles that I think it went up past 12:00 and gravity brought it back down to the bottom of the scale. The owner just bought the vehicle, and will probably need an oil pump. Thanks again.
