2000 F250 4wd not working

When I go to put my truck in 4x4 I hear the transfer
case engage but 4wd doesn't seem to actually be
working. I lock the hubs and nothing happens. Light
comes on on the dash and everything. Transfer
case also doesn't want to shift into neutral and 4lo
and don't want to force it. Any ideas on how to
diagnose or fix?

First thing I would do is check the oil level in the transfer case.
