2003 impala high rpm

Question type: Maintenance & Repair

My impala runs at a high rpm when I start it and will not
slow down unless I shut it off and restart it. Sometimes I
have to do this a few times. My check engine light has yet
to come on so I think that rules out the throttle position
sensor. Maybe not? When this happens I can coast to
about 40 mph. Has anyone come across this issue?
