windshield wiper problem

The passenger side windshield wiper is out of synch, when it feels like working at all; sometimes, just moves about an inch and then drops.  i've checked the Haynes manual for troubleshooting but can't seem to find anything.  If anyone has any experience or guidance about this issue i'd be most appreciative.

1998 cavalier the windshield wipers wont go off they will go on high and low but will bot go off been havin to take out the fuse what could be the problem need to fix
