2004 chef impala ss tire winter 225-55-r17 can I change to 225-65r17 tires

225/55-17 have a diameter of 26.74" - 225/65-17 have a diameter of 28.52" ..... so you will be increasing gear ratios, including final drive, when your speedometer shows 60 mph it's a true speed of 64. Your call.

I have an 04 impala ss I bought it with 215/65/17, stock is 235/55/17, I bought a pair of 235/65/17 because i got brand nee snow tires and aftermarket rims for $500 so I will let you know how it goes
