air conditioning not working

air conditioning never fully kicks on because it is stuck on the defrost setting always blows air out the window dash vents I was lead to believe it was the diverter control but since have took it apart and the hew diverter didn't work either

I have opatra 2004 model petrol and his R P M is ocreasing upto 2000 round per minutes throttel body is okay problem is still continue what should we check now
