will a transmission line leaking at the radiator prevent a 3/4 ton tundra from starting

Only if the oil has gotten up on some critical electrical parts up on top of the engine.

Can if the transmission is stuck in any gear other than Park or Neutral. U would not get any crank if this was the case. Crank meaning engine is turning over when u turn your key. The transmission neutral safety switch prevents it from starting in any gear other than park or neutral.
