Toyota Frame recall

What is the deal with recall.. have I waited
to late to take it to the dealer? Frame is
rusted to pieces..

My husband purchased a used 2002 Tacoma extended cab a few years ago. Everything looked great, and then we find out about the recall that happened when we purchased. I am thinking the guy didn't want to fool with it so he sold it to us and didn't tell us about the recall, And now it's to late. And the frame has rusted apart.
