anti-lock brakes

brakes act like they are engaging or pulsates under dry and normal stopping  at or between 30mph and 15mph  and  tire  14,000mile  michelen

can you actually hear the abs module turning on? you sure its just not a warped rotor? if you cant tell pull the fuse out for the abs in the PDC. then take it for a drive, if the problem goes away you know its the abs, if not, its a warped rotor. report back with what you find out
