I had a similar problem in my '98 Isuzu Rodeo. It would only come out of 4WD if I stopped and went in reverse for a short distance. Give it a try.

on the toyota there are two actuators one on the transfer case the other on the front differential the transfer case has two switches that can be bad these are the easiest to check un plug the wire on the switch and use a cresent whench to unscrew the switch use a continuity tester and push the plunger in to see it makes and breaks. out is open and in is short. these look alike but the front switch has a different conector than the rear switch
