Just bought this car and it looks like it goes to the sun roof but not sure. Can't find it in the manual.

I believe that is an antenna for the navigation system. Or it could be a rain sensor. Wave your hand across it and see if the wipers start automatically.

I do not have a navigation system and it was raining today and the wipers did not come on. Could it be something else?

It is for system driving and the distance between your vehicle and another, even a pedestrian. I don't know if it is on all vehicles, but it is mine. It is a Driver Assist Safety Feature.
