When I stop at the
lights.with brakes all way
down.the car tends to
rav.its self.the mph
moves up to 3...and tends
to move.whats the issue.

It's possible that your vacuum brake booster is leaking, which would create a vacuum leak,causing your engine to rev. I don't know why your speedometer is increasing, unless it is electronically actuated and the increase in rpm is causing it.
