2000 rav4 wouldn’t move

Driving in heavy rain at highway speed my RAV4
started To fishtail then spin in circles several times
before coming to a complete stop.  The  dash
lights started flashing And the car would not move
until I shut off the engine and restarted.

Somewhere on your Rav there is a fuel pump reset switch which may have been activated by the unusual movement of vehicle when you skidded. Could be the problem.
