Front tire removal

I have a 91 Toyota four by four truck that has
manual locking hubs and I'm trying to change my
front tires but they won't come off. Is there a
special tool I need to take my front tires off?

it probably fits tight around the hub but it should still come off once the lugs are off ,, kick it .
