Belt replaced and now won't start

Just had my belt break,while driving , replaced on site cause I had one with
me, but now won't start, seems to have power and even tried jumping it just in
case, but it makes a whining sound as I am trying to start, not a clicking
sound...could it be a timing problem or starter?

Did you get all of the old belt out? Why did the belt break? Is the A/C compressor locked up causing the engine not to turn? I'll bet your issue is related to what caused the belt to break. Take off the belt just to see if it starts or turns over.

The new belt is moving, my brother thinks it might be out of time?? The old bet was pretty old and most likely broke due to ag as my brother had one in the car when it broke, so he knew it was about to go....
