the rotor is not coming out what could it be

check and see if it has a set screw holding it on to the hub, if not its rusted on get a hammer and "persuade" it

There are 2 8x1.50 holes in the rotors for jack bolts, install 2 bolts and tighten against hub to pull rotor off, also hit the rotor with a hammer as you tighten the bolts.
