Toyota Celica Rad Fan on but lower radiator hose cool

I have just changed the radiator in my Toyota Celica 1.8 VVTI 2003. Took it for
a test drive. Went up to normal temperature. However when I got back home
the radiator fan was on but lower hose into rad was cool to the touch. Should I
change thermostat, water pump or both ?

The lower hose is always cooler than the top one. The coolant comes our of the radiator already cooled, and goes back in from the top hot. As long as things are working normal, you are fine.
