Sounds to me like it’s working fine. The engine is not getting hot enough to need the fans when you’re driving so it doesn’t come on. When you shut the car off the engine heat collects under the hood and the temperature rises to the point that it activates the fan. If your fan truly runs when it’s not connected to anything it is demon possessed and should be banished to the fiery depths below.
The fan comes on even when it's not plugged in... it doesn't come on when the temperature is high
