my rpms stay up and will not go down

i get it up to 60mph and the rpm stay at 4 instead of going back down

Does it really lack power from a stop. If so it sounds like ur trans is in what's called limp in mode and its staying in second gear. take it someone who is educated on the car not some mom n pop 1960s style garage.
