Sounds like the latch assembly is broken. Typically these have a small spring in them which provides that first 1/2" of "bump" when the trunk is opened. I'd hunt up a new latch assembly.
Trunk won't pop up when lever is pulled or when trunk key is used. I have to lift trunk up. Replaced trunk supports. Still won't pop up.
