Check out a Haynes manual for this. I believe the neutral safety switch is located on or near the trans, or else behind the clutch pedal itself.

Most all problems w/ Celicas or Corolla's not starting in cold weather is from 2 floor mats, one frozen solid so clutch can't be fully extended. May also be frozen switch.

I just changed my girlfriends switch, it was bad and mine has been acting up. so I bought a new one. I noticed yesterday when I went to change it that the carpet was pushed up so I pulled it back. put my back out trying to change the switch so I stopped. just read this, so I just went out to try starting it with the carpet out of the way, started right up jeez.
