How to get my rear seat belts to work properly?

I removed the seat belt assembly and saw rust and some corrosion of the metal ball.  
Bought a replacement that looked in good condition on Ebay.  Numbers are not exactly
the same but it looks identical to old unit.  It also doesn't work when installed.  Ball
doesn't stay in indentation and it keeps the ratchet engaged. Any help appreciated.
