I have a 1991 Toyota Celica and when I buckle my seatbelt, the whole belt is out and does lock on like it is supposed to do it is pretty much like I have no seatbelt on. What is wrong?

Sounds like the return is broken. Best bet will be to look on Ebay for a new assembly, or your local salvage yard. If no dice on Ebay or your own salvage yard, type "Florida salvage yards" into the google search box. You should be able to call them or email them for the part. They will tell you how much plus the shipping. Stick to southern yards because most northern yards crush anything over 10 years old.
