On fan comes on when the AC is on, but the other never comes on

I have Camry 2005. The 7 blades motor fan was not working, so I changed
it. However, the fan still doesn't come on. The other fan (5 blades) comes
on when the AC is on. I switched the wires between the fans, and now the
7 blades fan comes on but the 5 blades doesn't. Checked the fuses and
relay, all are working.
I checked the volts, it is zero.
The thermometer reads like usual never looks like over heating.

There should be a Temp Switch near the bottom of the radiator. Disconnect the connector on that switch and let us know what happens.

What engine is in this vehicle? We may be dealing with a Cooling Fan ECU(Computer). The Engine Code should be on a LABEL under the hood.

It is XLE 2.4 car. The lable has a lot of ino but nothing seems like engine code. There is Evap Family 5TYXR0130A11 2.4 Litter CATALYST 28330 2AZ-FE

OK....you have a Code 2AZ-FE Engine. Now....do we have a Fan ECU controlling these fans.....and...how does this computer control these 2 fans? Obviously...we need technical info. Let's do some looking around.

I suspect these fans are not controlled by a separate Computer(ECU) I suspect these fans are controlled by 3 separate relays and the Engine ECM(Electronic Control Module. Check under the hood of this vehicle for several REL:AY BOXES, The underside of these covers should ID Fan Relays #1.....#2....#3. There might be other relays located under the dash. Get back to us with your findings.

Yes, I found 3 relays under the hood numbered 1-3 and all of them work. No relay under the dash.

OK...now there should be 3 fuses controlling these 3 relays. Let's make sure they are OK. A 40 Amp RDI Fan. A10 amp ECU #1. A 40 Amp CDS Fan. At what point do you suppose that 7 blade fan should come on?

Yes excellent it works now. Thank you so much. It was the CDS. Mine has CDS 30A and RDI 30A. I didn't know they control fans. As soon as I changed it the 7 blades fan came on when the engine was warm. Thank you so much again.

Ok...good job. However, I always worry. Why did the fuse go bad? Perhaps that 7 blade fan was drawing to much current. Good thing you changed it. If that fuse goes bad again....we will have to explore the rest of the electrical circuit. Keep us up to date.
