Bulb or Switch Needed

I have 2005 Camry LE and the bright lights will not come on but the blue light in the dashboard comes on. I went to get a bulb and I told the man I needed two because neither light comes on when I flip the switch to bright lights. So he looked at it and said it may be the switch (maybe there is a short in it).
The first time I flipped the switch I saw the lights pop off. I tried another day and it did the same thing.
