I have a 1999 Toyota Camry LE 4 cylinder and the fans come off and on intermittently and when I go up hills I guess the fans shut off and the car overheats

Sounds like a Cooling System Check is in order. This procedure requires special equipment. About all you can do is check the Coolant level under the hood. Check your Owner's Manual for the correct procedure. When the vehicle overheats....do you see the Temp Gauge indicate the OH condition....or do you notice smoke from under the hood?

OK...the root cause of this issue could be one of several problems....all of which need to be tested with special equipment. Any warning lights ON or Flashing? Best to have your Mechanic perform a Cooling System Performance Test. Get back to us with results.
