Toyota camry starts, but none of the accessories work

Over the weekend someone tried hot wiring and stealing my car. They
twisted up a bunch of wires and took a torch to them. Now my car will start,
but the car doesnt think its on. None of the accessories work. I replaced
fuses, and replaced the burnt wires. But the car still does the same thing.
Starts up, but no tachometer, speedometer, blinkers, radio, windows, temp
gauge, nothing works.

Ouch, I'd have a qualified auto electric tech go through the wiring to make it right. Some programming might also need to be done.
