98 Camry overheating

I have a 98 Camry 4 cylinder and sometimes radiator
holds coolant and sometimes it does not it looks to be
leaking down below the radiator but when it's full of water
or coolant it still tries to overheat. The other day it ran
sluggish and almost did not want to start back. I filled with
water radiator and resovoir and let it warm up checked oil
no water in the oil and I did the radiator cap off test no
water shooting out also no water coming out exhaust.
Also for some reason the fans will not come on. What can
I do to figure out what my issue is? I'm not really
mechanically inclined I know some things but not much at
all. Thanks for the help sorry for the book.

Number 1 the fans need to work. Then a pressure test should be done to look for leaks. Best bet is to have someone look at it.
