My 94 toyota camry has an issue withthe fuel continually pumping. Its not the pump or mechanical problem so i was told its electrical. What could be causing this problem?

what fewer than 25 mpg? not sure of the problem...for a used 1994 motor are fortunate to have one that still passes the smog test.~
