Paint job cleanup?

So I recently got a used car. I realised recently that
the hood is chipping its white paint and under is
red? Someone told me it could be primer but idk. I
don't know if the person beforeme painted to hold
to look white like the rest of the car? If it is the
unoriginal paint, is there a way to remove it without
damaging the paint under it?

You want to remove the white paint to show the red without damaging the red paint? Not gonna happen.
