2003 toyota avalon windshield wipers - XLS modle

I can't get the wipers to retract all the way down into the rest position. Are they suppose to stay up? The passenger side wiper is higher than the driver side wiper. They work but, is just seems like I'm missing something to get them to retract all the way down. Please help.

Sometimes they wont retract, that is a common issue, If they are working fine, I would just leave them alone, But if you want to fix them, You could be looking at a new wiper motor and/or gear ends for the wiper arms. So it you dont mind them being up a bit I would leave tham alone. Best of luck.
