Belt and Alternator

I have a 03 toyota 4runner sr5. The vehicle starting
making a screaching noise when it started up and
never stopped whistling. The belt snapped in half. I
replaced it. It still makes a screaching noise and it
cranked 3 times and now it's dead. What do you
think problem is?

Your not getting the belt tightened good enough. The alternator is not charging the battery due to the loose belt. Need to get it tighten.

Take belt off and try spinning all of the pulleys to see if any has seized up causing engine not to crank.
