1996 4runner

I am trying to locate the reason why I don't have a passing gear anymore.  It sputters and loses power when I step on it. When I let off the gas it resumes speed and acts normal.  It is also worse the warmer my car gets, when cold it seems to have a passing gear but only for that moment.
