You can do one of two things. Find the part of the latch that is supposed to click into place to hold the hood and bend (with pliers) it more in the direction that it appears to go in. The other option is too unbolt the latches and drill the holes slightly higher so that the latches will be higher and clip into place in the hood. Before doing this check to see if its the height or the angle of top of the latch that isn't matching up to the hood. Otherwise if you go to ask.com and ask how to adjust your hood latch on your toyota hood a lot of forum sites come up with questions similar to yours. There are answers from people who have had these problems too. You might be able to find your answer there or ask people with hands on experience with this problem.
