My Prius hybrid isn't going up to speed

I had just bought my Prius hybrid off of a local on
Facebook. It was perfectly fine until a few days
later it started not going up to speed when I drove.
I had pulled over turn off my vehicle restarted it
and check the battery and the battery was good.
Now it has been doing it quite often. But it is
reading that my battery is good. My maintenance
screen popped up saying I need an oil change and
a air filter cleaning. Could this be the reason why I
am not going up to speed when I drive?
