I own a 2005 outback ,have scrapes on bumper what paint do I use.

Plastic bumper covers. Use the correct color automobile paint. The paint code is probably on a sticker on the drivers door jamb.

What are the bumpers made of? Fiberglass? Can a crack be repaired?

Again, ABS. If you use a heat gun with care you'll be able to soften the crack and maybe mush the two edges closer together, then finish with touch-up.
