My 2001 subaru outback will not start at times. It will click then nothing. Battery is ok, alternator is okay. Im wondering if it is ignition problem or starter problem.

I would say starter. It sounds to me that the solenoid is getting power and is popping the drive gear but there may be an issue with the brushes or something else wrong with the starter motor. If you bench test your starter and it works, then you likely have a ground issue. Check RockAuto for better pricing, especially on non-reman units.
