Replaced timing belt won't start.Subaru 2.2 ej22 non-interferance

OK,
     My timing belt broke, (1996 Subaru Outback Legacy) I replaced the belt and dialed in the timing marks. Crank arrow at 12:00, cam marks at 12:00, no start, I replaced the coil, even though I had spark. I replaced the cam and crank sensors. I replaced the Mass Airflow, I replaced the main or ignition relay. I replaced the ECU. I replaced the starter relay ( I had a starter issue before this started)... 80 psi fuel pressure with good flow at the filter outlet. New spark plugs gaped correctly.

Fire, Fuel, compression, air flow all there and up to snuff.

      I crank the engine and it cranks but kicks a bit like it's out of time. Crank is at #1 tdc, cams indexed at 12:00 fuel is at 80PSI and I have good compression... 200, 200, 200, 150 PSI. NO START.

      I look up crank and cam position placement thinking something must be wrong with how I indexed it. Some people say arrow at 12:00, some say notch at 12:00 (there is a notch and arrow 90 degrees apart), which puts the crank arrow at 3:00 or 90 degrees off tdc. At the 3:00 position (arrow on crank gear) It actually starts. The first time it started (crank arrow at 3:00) I got ten seconds of really rough idle, rich exhaust like it was flooded, but I got 20 seconds and 1500 rpm then it died.

I pulled all the plugs, turned the engine over for a while and reinstalled the plugs. The plugs were not wet, but did have a normal amount of fuel smell on them.

I'm getting really good at pulling and reinstalling the timing belt now! With the covers off I can reinstall it in 15 min! I am pulling my hair out! I've been messing around throwing parts at it and nothing but frustration.

Please help me before I go bald pulling my hair out.

If you are certain the cam timing is right, check other things. Make sure you have the plug wires on the correct plugs.

cam timing was correct, crank was set correctly... After I asked my question I went and once again took it apart, put it back together exactly the same and the damn thing started. I ran it for a few min, timing cover off and shut it down myself rather than it just crapping out. I've screwed with this for a couple of months and still have no clue as to why it started? Just a demon inside it? THANKS!

Replace the timing belt, friend of mine messed up the times. So this is what I did. 1. Set crank to top dead center. 2. Set 1 cylinder to compression 3. Set other cam to 12 o clock. Won’t start. My question is. What should the driver side cam be set for. Exhaust at 12 o’clock? Intake 12 o clock? Please help
