trying to set timing belt 2000 subaru . line up marks one spinning pass it's mark

What exactly is the problem? You have to get all the pulleys in the correct position for everything to work.

Yeah I think the one side is right on the tip of the lobe and wants to spin.

That can be tricky but you must get it correct. When I did mine I looked up the belt tooth counts to make absolutely sure it was correct.
