Car seems to re running away after engine rebuild/replaced

So I have a 2000 subaru outback. Rebuilt and replaced the
engine.

All seemed to be going well. But when I start it then the
rpms instantly shoot up. And in about 1.5 seconds reach
nearly 7000.

At that point I turned the car off. I am at a loss as to what
could be happening. And how to fix it.
