Maintenance for a 2004 Subaru Legacy L 35th Anniversary Wagon 5 speed ( EJ259 Cali Spec )

Hi everyone, I was wondering if anyone could tell me what can I do to have my gas mileage back to the original MPG as it was like new? I'm the 2nd owner, 1st owner did not do any maintenance before I purchased it last year and I did most of the maintenance since I have no history of maintenance with the 1st owner. I'm also wondering if replacing the fuel filter would be a good start as well but from what I heard with 2004 models and up, the filter is in-tank type, if so would my mechanic be able to change it since he said he's not sure if it's servicable.

Mileage on the car is 199k on odometer, original motor and everything else.

There should be and inline fuel filter all so,there is know need to change screen at pump,as long as you have good fuel pressure,all so change pvc,and air filter,s and plug,s and wire,s,this should help with gas mileage.
