Could this be because of the bad idler or poor quality timing belt?

I found the timing belt being ripped apart by the first
idler. I replaced the belt but the same thing happen
again. Could this be because of the bad idler or poor
quality timing belt?

How do you know the belt damage was caused by a "bad" idler? They usually get wobbly or even fall off, but not taking out a belt while in place. Could yours actually be FROZEN in place and therefore cooking the belt?
