99 LEGACY OUTBACK WON'T START AFTER FILLING

, REGARDLESS OF HOW MUCH FUEL IS IN THE TANK, UNLESS YOU GIVE ABOUT HALF THROTTLE AND CRANK FOR ABOUT 10 SECONDS.  FUEL PRESSURE IS GOOD, GAS CAP IS GOOD.  ALSO, IF I LEAVE THE CAR RUNNING WHILE FUELING, IT DIES AS SOON AS I REMOVE THE GAS CAP.  ANY THOUGHTS?

sounds to me like it's some sort of emissions system vacuum leak.
