1996 subaru legacy cranks but will not start

On random occasions.  My car will not start, it
cranks over but gets no spark at the plugs. It also
locks itself in park and the electric windows do not
work

Could be the Ignition Control Module, or the Coil. You could take them off and have them tested at an auto parts store.

Would a faulty icm , also, control the shifter and the power to the electric windows ? I was thinking, some type of security problem?

It is possible, but you indicated it dose not happen all the time. What do you do to get is started when this happens? You could try to do a security reset outlined in the owners manual. And so the windows work again when the car starts? If so yea could be the security system.
